Fotografix–free & portable image editor for Windows
The architektura students that I teach often ask me if I know of a free alternative to Photoshop (besides GIMP), and often enough the Adobe software suite is messed up in the labs where I teach so that I need some portable image editor myself to demonstrate a post-processing technique to my class.
I just stumbled upon a relatively new light-weight editor that is not web-based like so many, and therefore does not require you to have an active link to the Internet:

It is Windows only, but will run off a flash drive.
The toolset is not as well-polished as what I normally recommend when people ask me for this sort of thing, which is this:

I often use Paint.NET for quick work or on my Netbook, even though I have PS CS4 EXT on my main workstation. But unlike Paint.NET, this little Fotografix supports adjustment layers and layer masks. And it opens (most of the time) .psd files, although it doesn’t seem to save in that format. Also unlike Paint.NET, though, Fotografix doesn’t include documentation or a link to it, but if you have ever used anything like Photoshop it should make sense fairly quickly.
(Why not try them both if you are interested? Paint.NET will run off a flashdrive as well, but only if the host computer has a current version of Microsoft’s .NET framework installed, as most do.)
